RGH, Inc. is a 501(C)(3) non-profit agency serving neglected, troubled, and homeless children and low income citizens since 1974. As part of our continuum of care, we provide outreach services, emergency shelter, transitional and permanent housing for homeless individuals and families in Oxford County, Maine.

The Norway Family Center a twelve (12) bed emergency shelter for homeless women and children. Serving all of Oxford County and northern Cumberland Counties. it is located in Norway, Maine.  The Norway Family Center provides emergency shelter for women and their children who are homeless.  During this time, the women and children are offered:

  • Homelike atmosphere in a safe and secure location, and an area on the premises for children to play.
  • Education regarding the range of housing options;
  • Budgeting and financial management;
  • Education on tenant rights and responsibilities;
  • Advocacy within the community for affordable, appropriate housing;
  • Assistance with obtaining a safe and affordable housing and;
  • Identification of each family’s needs and support in helping them develop goals. 

There is a live in House Manager who supervises shelter guests and is available to shelter residents for day-to-day assistance. The Norway Family Center provides emergency housing, food, personal hygiene, household supplies and essential services.  Children can attend the local school district.

Shelter guests receive case management services including linkages, advocacy, and support, while assisting them in locating safe and affordable housing.  A family self-sufficiency plan identifies each family’s goals while in shelter. These goals are related to finding housing, saving money, and working.  Through individual case management, they receive supportive services including housing assistance, referrals for employment, financial assistance, transportation and necessary social services. Referrals to physical and mental health care professionals are made as needed.

All shelter services are provided free of charge. The shelter is an emergency shelter, therefore it is expected that resident’s stay should be temporary.  The length of stay is adjusted to meet each family’s circumstances and needs, while they are actively working on family self-sufficiency plan.

Referrals: Referrals come from other social service agencies, schools, medical staff, police departments, parents, civic and/or religious organizations, concerned citizens and self-referrals.  Access to the shelter is through our HYO Program. To make a referral please call 743-6702.
